TITLE:
Site Supervisor for the Broadmeadow Way Footbridge Project, for the Manager Structural Design Section, Network Enhancements, Capital Investment Division of Irish Rail
The successful candidate will provide professional site support to the Project Manager for the Broadmeadow Way Footbridge Project. The position will be largely based on site at the Broadmeadow Way Footbridge works site in Malahide Co. Dublin, and will also include visits to Inchicore and off site facilities of the various manufacturers/fabricators/local authorities/etc. involved with the project
ROLE & PURPOSE:
Assist the Manager, Structural Design Section, and in particular the Project Manager of the Broadmeadow Way Footbridge Project with the delivery of the Broadmeadow Way Footbridge Project to statutory safety regulations, authorised budget, time, quality and scope targets by:
Monitoring contractors’ safety performance on site;
Monitoring the quality of contractors’ works to ensure compliance with contract specification;
Monitoring the environmental controls of contractors’ works to ensure compliance with contract specification and statutory requirements;
Maintaining site diaries with records of all relevant site activities, including any events which may lead to contractual claims;
Regularly reporting to the Project Manager on the progress of construction works.
To provide advice and assist with the implementation of arrangements required by applicable industry standards, regulations and legislation.
Implementation of Iarnród Éireann and Capital Investment Division Standards.
To deputise at site meetings or other meetings, as requested, on behalf of the Project Manager,

WORKING RELATIONSHIP WITH:
The primary working relationships are with Manager, Structures Section, Project Manager of the Broadmeadow Way Footbridge Project, Senior Architects and Engineers, Other Project Managers, Planners, Quantity Surveyors, Project Accountants and Task Leaders working within the NE Business Unit, as well as within Capital Investments Division.
Interaction with external consultants, contractors and suppliers of goods and services
External agencies including NTA, CRR, local authorities etc.
The Site Supervisor will also be required to maintain a working relationship with the following Departments within Iarnród Eireann.
o
Engineering (CCE, OHLE, SET).
o
Train Operations (RU, IMO)
o
Support services such as Business Systems, Procurement, CIE Group IT, CIE Group Property, CIE Group Solicitors etc.
KEY QUALITIES:
ESSENTIAL:
Minimum of 10 years work experience in supervision of complex construction activities.
Excellent knowledge of civil engineering and building construction techniques and practices.
Excellent knowledge of the Construction Safety Regulations.
Good knowledge of on-site testing (e.g. slump tests) and quality management practices in the civil engineering / building construction field;
Good organisational skills.
Strong communication, negotiation, and interpersonal skills.
Relevant general management and site management experience.
Availability to work weekends and/or night shifts as the project works require.
Full Drivers License.
DESIRABLE:
A formal qualification in construction supervision / construction management.
Knowledge of railway infrastructure and railway operations.
Knowledge of contract management and the Public Works Contracts.
Experience in the implementation of Safety Management Systems.
Knowledge of Building Control Regulations.

GENERAL SITE MANAGEMENT RESPONSIBILITIES:
Safety: To discharge your safety responsibilities as outlined by your reporting Manager and Safety Responsibility Statement (SRS). Implementation of the Construction Regulations.
Engineering: To ensure that all works are carried out in accordance with best current industry practice. To ensure that the project is properly authorised and progressed in accordance with the Building Regulations, as well as IÉ policies, standards and procedures.
Environmental: To ensure that all works are carried out in accordance with the contract specification and statutory requirements.
Business: To manage, coordinate and control all works carried out by you acting in the best interests of the company.
People: To ensure clear and consistent communication with all colleagues within your area and to support the People Management policy within the Capital Investments team.
SPECIFIC RESPONSIBILITIES:
ENGINEERING
Assist the Project Manager in the delivery of the Broadmeadow Way Footbridge Project.
Responsibility in your area of control for the quality of construction, commissioning and handover of the project.
Maintaining accurate records of site activities.
Reporting to the Project Manager on all aspects of the project on a regular basis.
Responsible for ensuring that the project is managed in accordance with defined project management and control procedures.
Responsible for the ongoing implementation of appropriate project and contract control mechanisms and for their monitoring and reporting.
SAFETY
You will completely and fully deliver your responsibilities as specified in the
Safety Responsibility Statement which accompanies this role.
Adhere to the requirements of Capital Investments Safety Management Procedure for Project Audits/Safety tours.
Observe and comply with all IE, IM and Capital Investments department policies, standards and procedures and facilitate compliance with the Company’s Safety Management System.
Undertake and manage incident investigations as requested.
Review on an on-going basis risks relevant to your role including both occupational and asset related risks.
Responsibility to ensure periodic monitoring is carried out to ensure appointed persons under the regulations are carrying out their functions.
Where involved in Design Works ensure that all projects designed are designed by competent persons and that the design is capable of being constructed to be safe and without risk to health, is capable of being maintained without risk to health during subsequent use and complies with the relevant statutory provisions.
Attending, as required, Capital Investment Safety Review Workshops to review safety performance and ensuring that all actions and initiatives related to track, plant and equipment, structures safety and project safety for projects under your control are progressed and concluded in a timely manner within the Network Enhancements Department.
Ensure the appropriate safety assurance process is followed for the project.

Ensure that all project expenditure is properly authorised.
Undertake all activities in line with the Iarnród Éireann governing procurement policies and procedures.
Support the Project Manager in the preparation of quarterly interim and annual stewardship reports, identifying:

Performance against each objective.

Actual and forecast expenditure against budget.
