KEY QUALITIES 
    ESSENTIAL:
• Qualification in project management/PRINCE II or equivalent
• Qualification in ITIL
• At least three years experience of working in a similar role in a large organisation
    DESIRABLE:
• Level 8 qualification or higher in Computer Science or Equivalent and/or Business
   COMPETENCIES:
Technical
• Has an excellent understanding of the functions of the office of the PMO
• Understand how PRINCE II and ITIL applies to the office of the PMO
Communications
• Communicate effectively with work colleagues and to customers (both internal & external).
Team Leadership
• Engaging, motivating and supporting the technology team, the wider business and customers and connecting the success of the business through strategy, delivery and participation.
• Be responsible for a large team of PM professionals, BAs, testers and Business Relationship Managers.Delivering Results
• For the Head of the PMO to be effective, he/she must be able to deliver the needed results – delivering Projects to the defined scope, on time and within budget.Problem Solving and Decision making.
   GENERAL RESPONSIBILITIES:
• Ensure ICT projects are managed in accordance with defined Government Guidelines/Blue book/NTA/PAG processes;
• Look after a ICT project budget of in excess of €10m per annum;
• Report on KPIs of the various projects and programmes to project sponsors, exec group, ICT Steering Group, Board, NTA, CRR and DoT;
• Manage ICT costs of €28m per annum including €10m of project costs;
• Manage the office of the CIO;
• Manage the Project Prioritisation process;
• Plan the delivery of the portfolio of projects in the short, medium and long term;
• Oversee and facilitate the smooth transition of projects to service.
